Energy Facility Siting Council to Meet July 23-24, Plus Special Meeting July 20

SALEM - The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held virtually on Thursday and Friday, July 23-24, 2020. An in-person option will also be available at the City of Condon’s Memorial Hall in Condon, OR. For the safety of the public and staff, the in-person meeting will be conducted according to policies and guidelines for social distancing in place at the time of the meeting. The public meeting will begin at 5 p.m. on Thursday and 8:30 a.m. on Friday. Prior to the regularly scheduled meeting, EFSC will hold a special meeting where the one agenda item will be the public hearing on the Draft Proposed Order for the Obsidian Solar Center at 5:30 p.m. on Monday, July 20 – details for the public hearing can be found online.

The main items on the Council’s agenda for July 23-24:

  • Public Hearing on the Draft Proposed Order on Request for Amendment 5 of the Site Certificate for the Montague Wind Power Facility – Council will conduct a public hearing on the Draft Proposed Order on Request for Amendment 5 of the Montague Wind Power Facility site certificate (RFA5). The purpose of the hearing is for members of the public to provide verbal comments to Council members on RFA5 and the Department’s Draft Proposed Order on RFA5. The comment period on the Draft Proposed Order closes at the end of the hearing, unless extended by Council.

  • Council Review of Request to Amend Wildlife Monitoring and Mitigation Plan for Wheatridge Renewable Energy Facility II – Council will receive a presentation from staff on the certificate holder’s request to modify the survey methods and use a different statistical analytical model for the post-construction bird and bat fatality monitoring study required under the Wildlife Monitoring and Mitigation Plan (WMMP). Council may approve, modify or reject the WMMP amendment request.

  • Rulemaking to Clarify Standard for Contested Case Requests for Type A Amendments, Council Review of Comments and Possible Final Decision – Council will review public comments received on the proposed change to OAR 345-027-0371(9) and will consider the adoption of permanent rules.

  • Special Advisory Group Appointment for Archway Solar Energy Project – Council will appoint the Lake County Board of Commissioners as the special advisory group under ORS 469.480(1) for EFSC proceedings related to the proposed Archway Solar Energy Facility.

There will be opportunities for public comment both days.
